Is higher pay the key to retaining the city’s best teachers?

A study of city schools and three other large, urban school districts found that between 6% and 17% of above-average teachers leave each year. Mayor Michael Bloomberg said that’s why he wants to give $20,000 annual bonuses to high-performing teachers—a proposal that the teachers’ union has blocked. Critics say “merit pay” would not help much because good teachers who leave typically do so for other reasons. (The study found 15% of them leave the profession and 15% go to another district.)
